Abstract: Severe restrictions imposed by U.S. laws are limiting the effectiveness of programs designed to prevent people from engaging in violent conduct such as violent extremism. These counterterrorism laws have not kept pace with evolving challenges and new programmatic approaches to end conflict, reduce violence and build sustainable peace.
